Prof. Dr. Winkler studied Information Engineering and Management at the University of Karlsruhe as well as at the Universidad Simon Bolivar in Caracas, Venezuela, holding a scholarship from the Landesstiftung Baden-Wuerttemberg.

After graduating  in 2006 he has been working as a Management Consultant with a focus on IT Strategy. Since 2009, Mr. Winkler worked at the Institute of Information Systems at Humboldt-Universität zu Berlin and is now assistant professor at Copenhagen Business School. 

His research focuses on strategies and organizational arrangements for the application of innovative technologies in the public and private sector, such as Software-as-a-Service and Mobile Government.
